SKOPJE, September 7, 2026: Qatar and North Macedonia have signed a Memorandum of Understanding (MoU) aimed at expanding bilateral cooperation in the labour sector, with a focus on developing labour markets, improving working environments and strengthening the exchange of expertise.
The agreement was signed on behalf of Qatar by HE Minister of Labour Dr. Ali bin Samikh Al Marri, while North Macedonia was represented by HE Minister of Economy and Labour Besar Durmishi.
Focus on Labour-Market Development
The MoU is designed to deepen cooperation across a range of labour-related areas. According to Qatar News Agency, the two sides will work to support the development of labour legislation and strengthen the regulation of labour markets in both countries.
The agreement also aims to help improve working conditions and enhance productivity in the private sector. By sharing experience and institutional practices, Qatar and North Macedonia intend to identify approaches that can support more efficient labour-market systems and better workplace standards.
Cooperation on Inspections and Workplace Safety
A central element of the MoU is cooperation in labour relations, labour inspection, and occupational safety and health. The two countries plan to exchange expertise, studies and official visits in these areas.
The cooperation will include preventive measures intended to promote safe and healthy working conditions. This provides a framework for officials and specialists from both sides to share practical experience on workplace oversight, risk prevention and labour-compliance systems.
Exchange of Expertise on Labour Legislation
Qatar and North Macedonia will also exchange views and technical expertise on the development of labour-related legislation. The arrangement gives both sides scope to discuss regulatory approaches and benefit from one another's experience as their labour markets evolve.
The MoU allows the two countries to broaden cooperation into additional labour-related areas within their respective competencies, provided that any expansion is agreed in writing.
Joint Committee to Oversee Implementation
To support implementation, Qatar and North Macedonia will establish a joint committee with an equal number of representatives from each side. The committee will coordinate the agreed areas of cooperation and will be responsible for planning and evaluating future programmes carried out under the MoU.
The committee will also help interpret the provisions of the agreement and address any difficulties that may arise during implementation. This mechanism is intended to provide continuity and ensure that cooperation moves from the framework stage into practical initiatives.
Specific Cooperation Programmes Planned
The MoU further provides for the establishment of specific cooperation programmes to implement agreed activities and initiatives. These programmes are expected to strengthen the exchange of expertise and create a structured channel for ongoing collaboration between the two labour authorities.
The agreement reflects a broader emphasis on international cooperation in labour-market governance, with both countries seeking to improve regulatory capacity, workplace standards and private-sector productivity through the sharing of knowledge and experience.
